ASSESSMENT OF CAPACITY BUILDING FOR THE IMPLEMENTATION OF NATIONAL NUTRITION STRATEGY 2011 – 2020

Abstract
Reinforcing capacity and effectiveness of the nutrition service network in both community and health care facilities is one of the six important objectives of the National
Nutrition Strategy (NNS) for 2011 – 2020, with a vision toward 2030. A cross-sectional
description study was carried out to assess the capacity building for the implementation
of the NNS. Data were collected in two ways: 1) self-administered semi-quantitative
questionnaires sent to health facilities in all 63 provinces/cities; 2) in-depth interviews
and focus group discussions with key persons in 6 provinces representing regions across
the country (Lao Cai, Quang Ninh, Thanh Hoa, Kontum, Can Tho, and Da Nang). The
study applied the SWOT matrix analysis method to analyze strengths, weaknesses,
opportunities, and threats from which to propose solutions. The results showed that
most of the indicators in objective 6 of NNS have achieved. Human resources for implementing nutrition activities, have been allocated but not yet stable, concurrent, and
lack of consistent training. Some proposed solutions are to strengthen sanctions in the
guiding documents, standardize nutrition care procedures for all levels, standardize
training programs based on output standards, and diversify training methods.
